Anecdote
Uncritically extrapolating from half an hour's experience walking through Colchester today, I can confidently say there are many more people smoking in the street than there were a two or three years ago. It's probably the recession: people think they're not going to make it to old age anyway, so may as well enjoy coating their lungs in tar while they can.
Either that, or there's some new brand of cigarette that has smoke which lingers in the air longer.
