Anecdote
Here are some more of the coins my dad recovered from gas meters. These ones all have holes in them.
Holes make it harder to counterfeit the coins. They also make them lighter and they use less metal.
In addition, if you have a lot of them then you can put string through the holes to keep them all together. I'm sure nobody ever thought of using them as a weapon this way.
